James Baker

Chairperson of the Board

James Baker is the founder of IPS and Chairperson of the Board of Directors. James was the program developer and led the implementation of the San Diego-Tijuana Border Youth Drinking Reduction Program, a SAMHSA Model Program.

He also was a central consultant to the operational component that provided media advocacy leadership, training and technical assistance for the Community Trials Intervention to Reduce High-Risk Drinking, another SAMHSA Model Program. James has three decades of management experience with IPS overseeing its Environmental Prevention programs through 2018, across the country and internationally.

His past Upstream Environmental Prevention leadership work includes providing training and technical assistance to the state of Montana SPF SIG grantees; the Robert Wood Johnson & American Medical Association’s national “A Matter of Degree,” a college binge drinking reduction project; and various statewide traffic safety projects with the National Highway Traffic Safety Administration. James has provided training and technical assistance on Environmental Prevention and media advocacy in 30 states and several countries.
