California Alcohol Policy Alliance

The California Alcohol Policy Alliance (CAPA) was formed in 2015 by Alcohol Justice to unite diverse organizations and communities throughout California to prevent alcohol-related harm through statewide legislative action. IPS participated in the creation of the bylaws, mission, and objectives for CAPA and has played a leading role since its inception.

In addition to the Los Angeles Drug and Alcohol Policy Alliance (L.A. DAPA), which is co-chaired by IPS, membership includes key agencies located throughout Northern, Central, and Southern California.

CAPA’s primary focus is on developing and advocating for stronger alcohol control policies, ones that protect public health and safety by restricting excessive alcohol availability and access. Making the California Department of Alcoholic Beverage Control effective, efficient, transparent, and accountable is one of their goals. CAPA meets quarterly with ABC and is currently greatly concerned with regulatory relief measures. CAPA organizes an annual Summit for advocates every November with presenters from IPS.

Over the years the group has had many successes. These have included drafting model legislation banning the sale and manufacture of powdered alcohol. And for four straight years, they successfully opposed a proposal to extend late-night service of alcohol in bars and clubs in California from 2 am to 4 am.

Through their Point .05 Saves Lives campaign, CAPA is currently working to build support for lowering the allowable blood alcohol content for driving a motor vehicle from .08 BAC to .05 BAC in California while simultaneously reducing enforcement bias.
