David Shorey is a dedicated public health leader with over 30 years of nonprofit experience. He advances transformative change in communities across California. As a dynamic and intuitive community organizer, he has mobilized diverse groups to advance environmental justice, human rights, and substance use prevention, improving the quality of life for society’s most vulnerable.

A recognized expert in leadership development, coalition building, campaign strategy, and policy advocacy, David excels at bringing people together around a shared vision. With a deep appreciation for diverse perspectives, he fosters collaboration that leads to lasting, impactful change. His leadership is defined by integrity, empathy, and an unwavering commitment to social justice.

As Special Projects Manager at the Institute for Public Strategies (IPS), he leads cross-functional initiatives that drive strategic growth and organizational impact. Partnering closely with the executive team, David helps align internal projects with IPS’s long-term goals while managing key programs such as the Youth Community Access initiative and supporting regional efforts in San Diego’s East Region. His role spans strategic planning, stakeholder engagement, and organizational development, including cultivating tribal and community partnerships, supporting the launch of new initiatives, and enhancing internal learning and culture. He also contributes to external relations, fundraising, and communications to amplify IPS’s mission and influence across Southern California.

David holds a bachelor’s degree in government from California State University, Sacramento, a Certificate in Nonprofit Management from the University of San Diego, and a Certificate in Human Rights Consultancy from the U.S. Institute of Diplomacy and Human Rights. He is a Certified Nonprofit Professional through the Nonprofit Leadership Alliance and a Trauma Resilient Professional through Trauma Resilient Educational Communities. Beyond his policy work, David is a certified Wilderness First Responder and an instructor in Wilderness First Aid, Stop the Bleed, and CPR. Additionally, he serves as Co-Chair of the County of San Diego Sheriff’s Office LGBTQ Advisory Council, advocating for equity and inclusion in public safety.

Additionally, the County of San Diego Health and Human Services Agency awarded David the 2025 East Region Champion of Health award for his extraordinary work promoting and protecting all San Diegans’ health.

Residing in Julian with his partners, Virgil and Tommie, and their cat, Sunshine, David finds solace and inspiration in the rugged backcountry of San Diego County, where he spends his free time exploring and reconnecting with nature.
