Richard has been associated with the Institute for Public Strategies since 2009. He started as the Community Policing Coordinator on the Safe Border Community Project, then a Project Manager for Regional Projects, and then the Policy Strategist for the Binge and Underage Drinking initiative. Prior to joining IPS, Richard was a law enforcement professional with over 35 years of experience. His assignments included Patrol Officer, Criminal Investigator, Patrol Sergeant, Community Service/Crime Prevention, and Police Community Relations. Richard is on the Board of Directors and Vice President of the Chula Vista Police Activities League. He is a voting member of the Chula Vista Elementary School Medi-Cal Collaborative.
