Neighborhood Transformation Collaborative
The Neighborhood Transformation Collaborative (NTC) of Central San Bernardino was formed in 2015 by IPS as part of the Byrne Criminal Justice Innovation Project funded by the Department of Justice. IPS worked with key partners in the City of San Bernardino, including the Neighborhood Housing Services of the Inland Empire (NHSIE), National Community Renaissance, and Hope through Housing. IPS ultimately engaged more than forty groups in the NTC. IPS coordinated and provided leadership to the NTC as they developed a shared vision and goals.
The stated purpose of the NTC was to align and leverage resources to create a healthy, sustainable, and equitable community in Central San Bernardino. The goals of the NTC were to create jobs, increase economic activity and security, improve educational opportunities, improve health and wellness, and reduce violent crime.
LightsON! San Bernardino, an NTC campaign, used Crime Prevention through Environmental Design (CPTED). Lighting and landscaping improvements were made one street at a time to improve safety in crime hot spot locations. To support the Commercial Corridor, the NTC identified low cost, high impact activities to build a foundation for a Business Improvement District. Monthly capacity building meetings with 20-30 nonprofit partners were convened to strengthen partnerships, identify priorities, and establish outcome measures related the NTC’s goals. A multi-portal website and promotional video developed for the NTC was used to inform and engage residents, businesses, community partners, and potential funders of the efforts underway.
When the Byrne grant ended, the infrastructure of the NTC was well-established. They had a sustainability plan and the capacity to move forward without IPS’s support.
