Smokefree Multi-Unit Housing
IPS worked to advance smokefree multi-unit housing (MUH) protections in the cities of Alhambra and Pico Rivera, where dense housing and multi-generational households make secondhand smoke exposure a critical public health concern. Working through our MUH team and local coalition, IPS provided extensive education, engaged community members, and met with elected officials to build political will for smokefree policy solutions that would protect renters, families, older adults, and individuals living in apartments, condos, and other multi-unit housing.
In 2025, IPS helped achieve a major milestone in Alhambra, where the City Council conducted a first reading of a smokefree MUH ordinance that would designate all buildings with four or more units as smokefree. A second reading is scheduled for December 8, when the council will consider expanding protections to include buildings with three or more units.
IPS is also supporting progress in Pico Rivera, where the City Council has scheduled a first reading of a smokefree MUH ordinance for January 13, 2026. If adopted, the policy would prohibit smoking in all buildings with two or more units, including mobile home parks – one of the strongest MUH protections in the region.
Both city councils have unanimously supported IPS’ tobacco prevention efforts and expressed strong appreciation for our staff and coalition partners. These projects reflect IPS’ commitment to advancing health equity and protecting residents from preventable secondhand smoke exposure in their homes.
